This is a non-exempt position.
Work Hours: 7:00 a.m. - 3:30 p.m.
Work Location: 900 11th St. Paul Clark Building
Incumbents in this classification drive vehicles in order to complete tasks for various solid waste, maintenance and/or construction projects; equipment in this classification includes larger vehicles requiring a higher level of skill to drive and maneuver in and around confined spaces and vehicles with mechanisms that are somewhat complex to operate, requiring more dexterity and finesse. Classification is reserved for those positions where driving of included equipment is the primary function of the job.
The Equipment Operator 3 is the third level in a five level equipment operation series.

Operates various equipment and vehicles to complete tasks related to the maintenance, upkeep, installation and construction of City grounds, property, utilities, rights-of-way and other infrastructure for Public Works and Parks & Recreation operations;
Drives vehicles over public roads, work sites, rights-of-way, parks, public works facilities and other City property; maneuvers in and around traffic, parked cars, equipment, utilities and other obstacles; obeys all traffic laws and safety guidelines;
Monitors immediate environment and work area to ensure the safety of operator, other workers, the equipment and the public.
Drives regular tandem-axle garbage truck along a prescribed commercial or residential route to collect refuse with crew workers stationed at the rear of the vehicle; makes frequent stops at appropriate intervals to position truck near refuse containers in order to allow the dumping of refuse containers; maintains the pace of collection activities to ensure timely completion of assigned route.
Drives tandem and tri-axle dump trucks in order to transport and haul materials between original and final destinations for use in maintenance and construction projects; positions vehicle to allow for the most efficient and effective loading or dumping of materials; secures all doors, gates and fasteners to prevent spillage or loss of load; operates dumping mechanism to dump materials at appropriate locations.
Operates truck and dumping mechanism simultaneously to spread materials along prescribed path to required specifications.
Inspects and prepares equipment for safe and proper operation prior to beginning work for the day; performs light maintenance on equipment which includes changing oil, refueling and refilling lubricants; cleans vehicles, beds and mounted equipment upon completion of assignments; secures vehicle after use.
Leads assigned crew in safe and effective completion of assorted work in an assigned department, division or specialized area.
Operates vehicles and equipment in lower classifications as needed or assigned to complete division or departmental projects and workload.
Performs basic and semi-skilled labor as appropriate to assist in completion of maintenance, upkeep and construction projects; picks up paper, limbs and other debris; uses hand tools and operates motorized tools as necessary to complete assigned task; installs/maintains street signs and manually loads,moves and/or arranges various materials and/or residential waste containers.
Performs other related duties as required.
| Minimum Qualifications:|
|One (1) year of any combination of relevant education, training or experience sufficient to perform the essential duties of the job will be considered. Must also possess the ability to obtain a hazardous materials endorsement within six (6) months.|
Examples of relevant education include a High School diploma or GED. Examples of relevant experience include operating related equipment in a construction, utilities, and/or public works environment.
LICENSING AND CERTIFICATIONS:
Some positions may require a valid Tennessee Class A or Class A restricted commercial driver's license; some positions may require a Class B commercial driver's license. In addition, appropriate endorsements related to area of assignment will be required. EQ3 in WQ and/or SSA shall require an A or A Restricted endorsement because of the requirement to pull trailers and excavation equipment in excess of 10,000 lbs.

|KNOWLEDGE AND SKILLS:|
Knowledge of occupational hazards and safety precautions; general equipment and maintenance principles; materials and equipment utilized in assigned area of responsibility; demonstrated ability to operate assigned equipment; typical equipment operated might include but is not limited to tri-axle dump trucks and tandem axle refuse trucks.
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Incumbents may be subject to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions, intense noises and travel.
